　　国务院和省、自治区、直辖市人民政府可以根据保护饮用水水源的实际需要，调整饮用水水源保护区的范围，确保饮用水安全。

有关地方人民政府应当在饮用水水源保护区的边界设立明确的地理界标和明显的警示标志。

It has caused serious pollution. The river is becoming so dirty that no living things can live in it.
